Did you consider FSACARS?

yes but they seems to be inactiv.
I have try to contact them many times because can't get fsacars to work.

You could give FS Flight Keeper (http://www.flightkeeper.net/Overview.html) a look.

I am about to embark on writing such a thing myself. However don't hold your breath on it as I plan to do it the proper way, start with a design, specifications, etc.
