You first need to understand the difference between visual and non visual airport scenery. Visual is what you see :) . However there is a lot of stuff that is hidden including things like Approaches.

For FS9 you can build a basic airport using AFCAD2 and something like SBuilder. You could also use SceneGenX that would do some of both.

If you want to do things like setting an airport up for AI traffic with taxiways, parking and so on the AFCAD is probably going to be the first thing to use with something like SBuilder to sort out making exclusions, flatters and changing the land class. There are some tutorials on my website for using AFCAD with SBuilder to do some of this but NOT what you need to handle AI traffic

For FSX you could try using what is created for FS9. If things are not too complicated then this might work.

Otherwise you will need something like SceneGenX, SBuilderX or FSXKML to do the 'landscaping' There are two tools in development to handle to AFCAD type activities in FSX. one is FSX Planner and the other is Airport Design Editor. both are still in development although FSXP is further on the the development cycle than ADE.

like how can I import the airports from the either FS9 nor FSX after that
fixing them then exporting them to FS's

You might want to look at this program which has just been released. If you are familiar with AFCAD then you will find this is pretty much the same.

Alternatively it does have a manual with it.

You will need to pay for it though as it is not free

for me no problem to pay just what I need now is to develope

some airports in FS9 , I think I'm going to start with it for now

Heres another airport design program avalable as a free Beta, mabye worth a look have not tried it myself yet!
