I found the culprit!
It was in the Terrain.cfg with a corrupt entry line (missing a separating Return) - causing a FlattenMode=flat not to work correctly.

Found Error
The problem is solved.
GE pro has to be executed after loading UT-Europe, not vice versa. This brings back the correct water settings.
