Can I convert an API file to MDL?
Not that I am aware of
and, can i convert an API file into Gmax?
As far as I am aware, you cannot convert an api file into a GMax or FSDS file or place it in any other 3D application. You can only position it in FS by use of the correct placement software.

Yes, that is correct. API macros can not be converted into MDL objects or into source code for 3D object design tools. You can only position them into the scenery with the proper tools.
If some BGL commands will not be supported in future FS versions, I am thinking of making a tool that can convert the API macros into the new format, but at the moment that is not really needed yet (and I don't have the time yet).
Oh, it will be a good work...
Just I posted a thread which explains that EOD macro are supported by FSX demo, except for the night textures...
