you can use DDS converter 2
Set input to DDS set out put to tga or png etc do your rework and use dds converter to go back the other way.
I use *.tga format with paint.net for simple changes

Do a Google search and it should turn up

1 Use dds converter two to convert your DDS files into a format suitable for you to work on. Eample *.tga *.png etc

2 Flip the image up the right way

3 Edit the image with whatever drawing/image program you use.

4 Flip the image back again.

5 convert back to *.dds format

6 place the new file in the texture folder with the same name as the one you wish to replace.

You can also use ImageTool that comes with the FS SDK to convert the textures. It can convert the DDS to a normal BMP for example, that you can then use to edit in your favorite painting program. After that you can use ImageTool again to convert it back to DDS.
