FSXA Animation for Flag Pivot - RESOLVED

In FS9, I used this code to rotate the flags to indicate wind direction:

I converted that code to FSX native and added the animation and GUID entry.

I animate the flags' pivot 360 degrees clockwise across 360 frames.
(Should this be done more like C_wheel across 200 frames?)
I used the animation manager to tag the flag pivot with the proper name.
The code is not working.
I am uncertain about the results of the code conversion as the FS9 code segment:
Code:
<Delay DegreesPerSecond="180"/>
is unknown.

Any ideas how to get this to work, in code and animation required?
