FSX 3D Lights?

Hi guys,

I have been trying but with little luck, to make good 3D ground lights for fsx.
I'd like to make some like those in the image below using fsds, how would I make a texture like that? and how would I make it transparent in the day?

Any help appreciated,

I wonder if the same technique would work for runway lights, as I can't get them to show up at a distance with anything other than SCASM.
I was actually suggested to take mip-maps out, which lead to the suspected results (they disappeared 50ft away).
