Animation key frame stability

Hi. Just a general question here.
I’m playing around with ground lighting splashes and have animated a plane to stay for the moment 1 foot off the ground when the aircraft reaches 400 feet and less.
I have set animation in blender to linear and 4 location keyframes over 400 (100, 200, 300, 400).

When exported to fsx the animation moves up and down over approx 20 feet above and below ground.

If I insert a location every 10 keyframes and export, the animations stay constant.

40 keyframes for an animated splash seems a bit excessive but the confusing bit for me is in blender the 40 keyframes are exactly the same numbers as with only 4 keyframes. Is this just a fsx bug or am I missing something.

Thanks guys.
