I have just realized that MSFS ATC seems to stick to the runways priorities for T/O or landing set in ADE since the latest release SU14. My favorite airport has parallel runways and I was using AIFlow and/or AIGround to force AIs to use proper runways but I noticed something "strange" and deactivated them. I then modified in the "Pattern" menu the settings to swap properties in ADE and MSFS ATC engine seems to respect this so far. I haven't check for non-parallel runways airports yet.
Reading the MSFS "Active development" it might be the answer here :
"Added flight plan assistance setting for ATC in the user experience assistance settings so that users can request the ATC to favor their flight plan or world map flight settings over the current conditions. This assistance is set to “Active” by default. Active: ATC will set the active runway and approach for the departure and arrival airport based on the users flight plan or settings in the world map. Deactivated: ATC will set the active runway and approach based on current conditions only. Added flight plan assistance setting for ATC in the user experience assistance settings so that users can request the ATC to favor their flight plan"
It is a major step forward IMHO.
