Ground polys are drawn at the elevation of their reference point. The relative (to the elevation of the reference point) elevation is set to 0 by the compiler. (That's BGLC_9, not my compiler code)

From your screenshot, it looks like P3D draws the centerline/edge lighting at ground elevation. FS9 and FSX drew those lights (at least the edge lights) about 1m above ground, so ground polys didn't interfere. That also improved visibility.

It isn't a default light since those don't display above GP lines in FSX.

It is a model, which draws correctly above the GP line in FSX but below the line in P3D.

In fact, depending on the view angle, they are visible.
