I do not know this program but I know a couple of factors when doing AI for FSX. From what I have learned, you need to put 'FS9 based AI files' into a custom Scenery/Scenery folder in the main Addon Scenery folder in FSX unless the file was created in 'true FSX format' for AI.
Thus, you would create a folder such as something like My Mirages, then in that folder, a scenery folder and in that, your AI file.
Next, you would activate it in the Addon Scenery section in FSX.
Then, if you did your flight plans correctly, they should show up.
If you designed your AI scenery in a program that uses the old TrafficTools program in it, and you placed this in the FSX/Scenery/World/scenery (if memory serves right), then this will shut down 'all' AI scenery causing your regular build in FSX AI traffic to also 'halt' or not function, until you take out the FS9 AI file. (I dont know why it does that).
Then, on 'another' note. If your traffic doesnt allow for enough time for ATC to land them, (it can take sometimes 15 to 30 min's), then your traffic will not appear as they do not have enough time allocated.
I did a Tutorial on the basics of creating AI traffic files over at
www.FreeFlightDeisgn.org in the Tips forum, (I think thats where I uploaded it). It was a couple of years ago. But it explains how to write pure strings and compile them in TrafficTools, which is for me much quicker to just alter TXT files and then compile with TT and then check in FS.
EDIT: Found the tutorial;

I hope that helps.
