Hey Gerry,
First of all welcome to the forum. Most of the people i would say deal with FS2004 and soon FSX when it is released but still see some Fs2002 questions pop up here and there. My suggestion first would be is to figure out how much of Teterboro you want to change. For example, do you want just change the layout of taxiways and aprons, add a couple of default buildings or go all out and redesign the whole airport as making new buildings with custom textures, custom runways, aprons, and taxiways with custom textures. As i have seen Teterboro many of times(up close and on the news) its not the easiest airport to start as compared to soom smaller GA airports but dont let it discourage you. Since it seems that you have no expierence in scenery design, there are many design tools that can be found to use...some are free to use...some are payware. Depending on which version of FS2002 you bought, Pro version came with a program called GMAX which is widely used for creating buildings, objects, even airports. The other version did not come with Gmax.
There is a great thread over at AVSIM.com in the scenery design forum in which the first thread is aimed at informing people of the tools available and their functions. Also looking on the net and in this forum there are many tutorials that can be found that helps almost in every aspect of design.
Like i said, first you need to get an idea of how far you want to get into recreating KTEB, once you get an idea then search for tools and you can always ask question on this forum as everyone here is always willing to help.
Also, you need to figure out which version of Fight Simulator(2002 or 2004)you want to redesign it in as their are SDK's available for both versions on the Microsoft website. Also FS2004 uses effects that are not found in fs2002 for lights, smoke, etc so thats another thing that needs to be consider.
Once you get a better idea on which direction you want to go and still have some questions, feel free to post again as we can better point you in the right direction.
