The OSGeo4W package installs GDAL, OGR, QGIS, and some more things to your computer. It has it's own shell for commandline operation that is quite handy. It automates the install using the internet to download the separate programs.

OGR deals with vector transformations and functions. GDAL deals with raster and elevation data. QGIS is a really nice freeware GIS program.

Another good find for making mesh alterations is Wilbur. You can use Wilbur and the OSGeo4W package tools to create the elusive fantasy island.
