Blender Simple Vertex placing problem

Hey guys,
i am currently working to build a groundpoly with blender 2.79 (yeah, still .79). Everything worked fine with placing my vertices with ctrl+left click after oneanother. But now (i think i accidently clicked a keyboard combo) when i select a vertex and ctrl+left click somewhere, it always projects my new vertex on y=1 but with the x coordinate where i clicked. I then have to move the new vertex with "G" to the needed location, then after again ctrl+left click it places the new vertex on the x value, but with y=1...there seems to be something locked, but i cannot find a setting :/ currently i cannot continue to work on the project.

Thanks for any help!

Check in the transformation panel (the One you bring up with N key)
Make sure you have no locks Active

Have you also tries appending your mesh in another brand new blend project?
Or from a backup/autosave?

for better understanding, it projects the vertex to local y=1

When i edit the ground layout and add a vertex there, the normal positioning is alright. So it places the vertex where my cursor is, put when i edit the groundpoly (white) then it reaction like described
