I would disagree with this, just go back and look at the number of user created missions for FSX...there are thousands of them! I believe part of the problem is there are no longer very many simmers that also have programming experience and are willing to invest the time to create intuitive tools that allow everyday users to easily create missions of their own. From what I have read, MS was/is very slow to provide adequate documentation for the SDK, was/is this intentional because they see add-ons (aircraft, scenery, missions) as a revenue stream and want to inhibit those that would provide these things free of charge to the simming community? Unfortunately many of the developers of the tools that were used so widely for FSX are part of an aging community and sadly a number of them have passed away.

agree with this expression of concern ...up to a point.
But I have recently begun to see some good things happening in the FS Development Community and its interaction with Asobo.
I am now inclined to consider Asobo as becoming more progressive and open-minded about such things as you cite above.
Like past FS version development teams, they are compelled to answer to MS marketing's exploration of new potential revenue streams.
The good news is that Asobo has progressively overhauled FS SDK methods and SDK documentation, while retaining internally, some legacy SDK code compatibility.
Additionally, Asobo dramatically improved FS' run time rendering engine, while also allowing greater realism in the content displayed.
IMHO, they have increased willingness to take note of end user goals, while eventually (even if quietly) resolving troubleshooting issues.
I think it is likely that Asobo will see the mutual benefit of making end user custom content development / distribution easier over time.
I do see the number of highly experienced FS Developers and FS enthusiasts are posting less often, and some are "retired" or "expired".
However, I am confident that a majority of those dedicated FS Community members still check in and are posting now and then.
Like many of us, they continue in their efforts to learn the newer SDK methods, and may offer input when they are more up to date.
In the mean time, one may wish to explore some innovations for the FS community by those currently ready / willing / able to code:
