You have some advice from Lance at LCSims, a mesh expert.
Fraction bits will compile fractions of meters vertical resolution. This is used for high resolution source data which SRTM is not, so you are oversampling meaning compiling higher resolution than the source data. I doubt you will find any terracing effects without fraction bits, try it and see. Also see that the new mesh file is smaller - better computer performance now.
If you use Legacy_LandWaterMask_Water_noFlatten instead of the flatten water poly you are now using, the water will climb up the beach and up the hill and will not create a cliff. I believe your shoreline is not positioned properly, and you will see this by changing the water poly type to no flatten.
